Constituted in compliance with Hon'ble Supreme Court directives

Office Order

In compliance of direction of the Hon'ble Supreme Court in the matter of "University of Kerala" Vs. Council Principal Colleges Kerala and others" in Civil Appeal No. 887 of 2009, the Principal SGI Degree Science College, Cuttack being the academic head and executive officer hereby constitutes a standing committee to be known as Anti Ragging Committee.

Committee Function

The committee shall meet at least once in a year to recommend preventive measures that can be adopted by the institute to prohibit, prevent and eliminate the menace of ragging in any form on the campus of the Institute.

Tenure: The nominated members will be renewed / reviewed annually.

About the Cell

The Women Cell is constituted to help and maintain a harmonious atmosphere at the Institute, to enable women to pursue their work with dignity and reassurance. The Cell has been working to raise awareness on gender equality issues.

This Cell functions as the "Complaints Committee" as required by the "Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013".

What Constitutes Sexual Harassment?

As per the Sexual Harassment of Women at Workplace Act, 2013, the following are to be considered as "sexual harassment":

  • Physical contact and advances
  • A demand or request for sexual favours
  • Making sexually coloured remarks
  • Showing or displaying of pornography material
  • Any other unwelcome physical, verbal or non-verbal conduct of sexual nature

Creating a Hostile Work Environment

The following points are also considered as creating a hostile work environment:

  • Pressure for dates
  • Pressure for discussing/meeting at some particular place and timings that makes an individual feel uncomfortable
  • Making offensive remarks about looks, clothing, body parts
  • Touching or staring in a way that may make an individual feel uncomfortable
  • Telling sexual jokes, hanging sexual posters
  • Using racially derogatory words, phrases, epithets
  • Comments about an individual's skin color or other racial/ethnic characteristics
  • Negative comments about an employee's religious beliefs
  • Negative stereotypes regarding an employee's birthplace or ancestry
  • Negative comments on an employee's age when referring to employees above the age of 40
  • Derogatory or intimidating references to an employee's mental or physical impairment

Do's

  • Show and treat everyone in the Institute with respect.
  • Any individual can ask that the door of an office be left open during any interaction.
  • Any individual can request that meetings take place only during standard working hours and not in isolated areas.
  • Any individual can request that meetings and study sessions take place in well-lit public spaces.
  • Do not stay silent because you are afraid that no one will believe you.
  • Do not stay silent because you fear ridicule.

Don'ts

  • Avoid touching any person or staring at a person unnecessarily.
  • Do not make sexist remarks or jokes that demean or humiliate any gender or category of people.
  • Do not take pictures, videos or oral recordings of anyone without their freely given consent.
  • Do not share private sexual content through any medium.
  • Do not send mixed signals – be firm and committed in your decision regarding any uncomfortable/unwanted action.
  • Do not send suggestive WhatsApp / SMS messages.
How to File a Complaint

The female employee can make a complaint, in writing, to the local committee within a period of 3 months from the date of the incident.

The complainant should clearly write down her identity, i.e., name, group, division, and office premises, to ensure fast and fruitful results and to solve the problems in a positive way.

Confidentiality: The committee gives complete assurance that these details will be kept strictly confidential and will not be discussed outside, by any of the members of the committee.

Action: The committee ensures to take action as per Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Quarterly Meeting

The last quarterly meeting of the Women's Protection Cell was held on 25th March 2025 at the chamber of Chairman Women's Protection Cell.

  • Responsibilities and duties of members and conveners for protection of women employees (both teaching and non-teaching staff)
  • Review of any complaints by means of sexual harassment inside or outside campus

Internal Complaints Committee (ICC)

Constituted in compliance with National Commission for Women guidelines and Hon'ble Supreme Court directives

About ICC

In compliance with the instructions of National Commission for Women and guidelines issued in implementation of the directives of Hon'ble Supreme Court Judgement dated 13th August, 1997, it is hereby decided to form a committee of ICC (Internal Complaints Committee) for maintaining the constitution of ICC, a body envisaged to receive complaints on sexual harassment at the workplace from an aggrieved woman, as well as to inquire into and make recommendations to the employer on the action required pursuant to its inquiry of such complaint made.

Functions of ICC

SC/ST Cell

Ensuring effective implementation of reservation policy for SC/ST

About the Cell

As per the UGC XI Plan guidelines and the subsequent letter no. F.1-3312008 (ST) dated 8 April 2011 circulated by the University Grant Commission, New Delhi, regarding implementations of the Reservation Policy for SC/ST, a special cell has been set up for the welfare of Scheduled Castes and Scheduled Tribes in the College, to ensure the effective implementation of the reservation policy in admission, recruitment, allotment of staff quarters, Hostels etc.

Main Objectives

  1. To implement the reservation policy for SCs/STs in the College.
  2. To collect data regarding the implementation of the policies in respect of admissions appointments to teaching and non-teaching positions in the college and analyze the data showing the trends and changes towards fulfilling the required quota.
  3. To take such follow up measures for achieving the objectives and targets laid down for the purpose by the Government of Odisha, Government of India and the UGC.
  4. To implement, monitor and evaluate continuously the reservation policy in college and plan measures for ensuring effective implementation of the policy and programme of the Government of India.

Functions

  1. To circulate Government of India and Commissions decisions and to collect regularly, on an annual basis information regarding course-wise admissions to candidates belonging to the Scheduled Castes and Scheduled Tribes in the College for different courses in forms prescribed by a stipulated date and to take follow up action where required.
  2. To circulate Government of India orders and Commissions decisions and to collect information in respect of appointment training of these communities in teaching and non-teaching posts in the College in suitable forms by a stipulated date and take follow up action where required.
  3. To collect reports and information regarding the Government of India order on the various aspects of education training and employment of Scheduled Castes and Scheduled Tribes candidates for evolving new policies or modifying existing policy by the Commission.
Meeting Frequency

The committee should conduct at least one meeting of their members every quarter and forward their suggestions/advice to the undersigned.

Validity: This committee will be in force from the date of the issue of this order till further orders.

Grievance Redressal Mechanism

System for redressal of grievances of faculty, staff and students

About the System

Grievance Redressal System is a mechanism commonly used to receive and act on complaints or grievances reported by stakeholders of private or public institutions, enabling prompt actions on any issue raised by them and to avail services more effectively.

The management of the college follows an open system of administration and redressal of grievances of staff members and students with utmost attention. Complaints and suggestion boxes are kept at respective places in the campus and also in the hostel premises. The suggestions and complaints are carefully looked into and remedial measures undertaken time to time.

Grievance Handling Process

  1. Student Grievances: The Students Class Committee meetings are held in which grievances of students are taken care of and remedial measures are being taken.
  2. Staff Grievances: Grievances regarding the staff in terms of salary, promotions etc., are carefully looked into by the HR department in consultation with the Principal and remedial measures are being taken instantly.
  3. Welfare Officer: A designated welfare officer looks into the welfare of the students and advises the authority for necessary improvements and rectification.
Indiscipline Activities

In case of indiscipline activities, a committee appointed by the principal enquires into the matter by calling available witnesses and thereupon recommendations are made about the action to be taken by the management.
